How to Live a Happy Life

New rules from the China National Tourism Administration prohibit guides from steering their clients to illegal or immoral activities, such as gambling or drugs.
Guides are also prohibited from forcing clients to shop at businesses during a tour, or to charge extra money against a client’s wishes, through intimidation, restricting a person’s freedom or using physical force. Those who violate the rules will have their licenses revoked(吊销), and income generated through such misbehavior will be confiscated. In addition, violators will be fined between 2,000 and 20,000 yuan($300 to $3,000).
The administration said the quality of tour guides and the services they provide are key to the way the industry is perceived in China and abroad. Through the rules, which will take effect on Jan. 1st, the administration hopes to ensure healthy development of the domestic tourism market.
Mr. Wang, a professor of tourism administration at Beijing International Studies University, said the new rules act as a supplement to existing tourism law. “They elaborate tour guides’ responsibilities and will be very helpful for the national tourism administration in strengthening its governance of this group of professionals,” Wang said.
The 2001 regulations listed some prohibited behaviors, and guides who were found in violation would have points taken away from their annual scores. In 2015 and 2016, many media reports appeared about misbehaving tour guides at popular destinations. Guide services start with 10 points each year. Points are required to maintain a license, so if all 10 are lost, the guide service is shut down.
The new rules describe situations beyond what were in the 2001 regulations, and cover circumstances in which a tour guide would be in violation and punishments are laid out in detail, noting that some of the examples reflect situations that have been reported domestically in recent years. Forced shopping, verbal abuse of clients and even abandoning clients half way through a tour were among the misdeeds.

When I moved to Senegal in 2007 to work for a charity organization, the first thing I did was to hit the streets. Dakar, the capital, leans out into warm Atlantic wind. It has a relaxing atmosphere that makes it a favorite destination.
Not far from the city center, it also has one of Africa’s biggest slums(贫民区)and its share of beggars. Street kids would tail me, begging. During a previous trip to Senegal, I was once cheated by a man. I'd wondered for years whether to give money to beggars in West Africa.
Near my apartment, I passed a group of young men in wheelchairs whom I took to be beggars. Head down, I walked by them quickly. As the months went by, I'd often come across them. I’d often see them at an outdoor basketball court near my office. They’d sit on the ground with their chairs upside down, tightening and adjusting wheels, waiting until the other guys left so they could play.
I'd stay and watch them warm up. They played with speed, rolling down the court as fast as I could run. A few weeks later I introduced myself to them with the help of Mafall, who was one of the guys and could speak a little French. I started spending more time with them and eventually became something like an assistant coach.
The players quickly grew on me. I started referring to them as “my guys” to my colleagues. It was the most fun I’d had since I got to Dakar. Life on the street had made my players strong and they didn’t back down easily. I was proud of them.
Toward the end of the season, Mafall invited me to where he lived—found many of the players there, with their wives and children. I learned that most of them were born with disabilities. As Mafall and I chatted, I knew something had changed. They were no longer beggars. They were basketball players, my guys, and my friends.
