TOKYO, Oct. 12 (Xinhua) -- The International Monetary Fund (IMF) has downgraded the forecast for global economic growth for 2012 to 3.3 percent before the IMF-World Bank 2012 annual meetings. The IMF called on all players to cooperate closely to improve the global economy as the global economy recovered more slowly than the IMF’s forecast in April due to many uncertainties.
“In advanced countries, growth is now too low to make a substantial dent in unemployment, and in major emerging countries, growth which had been strong earlier has also decreased.” said the IMF Chief Economist Olivier Blanchard at the press conference.
Good effects have been observed with right action taken by some central banks in the euro area, and IMF received the good signals and considered them a good opportunity to seize as many uncertainties, in every corner of the world, preventing the decision makers from investing, creating jobs and developing values. The IMF suggested if the measures continued working effectively, there is reason to believe the most difficult time for Europe will pass soon, the recovery will begin in 2013.
Looking into the future, IMF suggested there are four key policies for all members to do to make the economy keep going forward.
Firstly, continue to complete the financial sector reform contributing to the safety of the financial sector, as the safety has not improved much yet than five years ago. And then, countries should deal with the legacy(遗留) of high debt, especially in the advanced economies, which have extremely high level. Policy makers also need to expand the employment on creating the condition for economic growth, because the jobless rate among young people is unacceptable. Finally, all members of IMF should face the global unbalance, which is the topic that has been talked about for a long time.
Christine Lagarde, IMF Managing Director, said the annual meetings of IMF could provide a broad platform for players, both new ones from the emerging market and traditional ones from the advanced market, and cooperation is the thing most needed, because the global economy is a cooperative game.

A meteor(陨星) that exploded over Russia’s Ural mountains and sent burning to earth has set off a rush to find fragments of the space rock which hunters hope could fetch thousands of dollars a piece.
Friday’s explosion and following shockwave shattered windows, injured almost 1200 people and caused about $33 million worth of damage, said local authorities.
It also started a “meteorite rush” around the industrial city of Chelyabinsk,where groups of people have started combing through the snow and ice.
“The price is hard to say yet… The fewer meteorites that are discovered, the higher their price is.” Said Dmitry Kachkalin, a member of the Russian Society of Amateur Meteorite Lovers.
Meteorites are parts of a meteor that have fallen to earth.
Scientists at the Urals Federal University were the first to announce a significant find-53 small, stony, black objects around Lake Chebarkul, near Chelyabinsk, which tests confirmed were small meteorites.
The fragments were only 0.5 to 1 cm across but the scientists said larger pieces may have crashed into the lake, where a crater in the ice about eight metres wide opened up after Friday’s explosion.
“We just completed tests and confirm that the pieces of matter found by our experts around Lake Chebarkul are really meteorites.” said Viktor Grokhovsky, a scientist with the Urals Federal University and the Russian Academy of Sciences.
Many other people were in the area just hoping to find a meteorite after what was described by scientists as a once-in-a-century event.
Residents of a village near Chelyabinsk searched the snowy streets, collecting stones they hoped prove to be the real thing. But not all were ready to sell.
“I will keep it. Why sell it? I didn’t have a rich lifestyle before, so why start now?” a woman in a woollen hat and winter jacket, clutching a small black pebble(小圆石), told state television.
The Internet was filled quickly with advertisements from eager hunters hoping to sell what they said were meteorites - some for as little as 1,000 roubles ($33.18).
One seller of a large, silver-hued rock wrote in an advertisement:” Selling an unusual rock. It may be a piece of meteorite. It may be a bit of a UFO. It may be a piece of a rocket!”

While most people consider that laughter is one of the nature’s great treatments for a whole range of mental and physical diseases, it is still a serious scientific subject that researchers are trying to figure out.
“Laughter is social.” says Robert R. Provine, author of the book “Laughter: A Scientific Investigation”, who has been studying laughter for decades. “Almost all people laugh ‘ha-ha-ha’ basically the same way. And laughter is not just a human thing. Chimps tickle(挠痒) each other and even laugh when another chimp pretends to tickle them.
Jaak Panksepp studies rats that laugh when he tickles them. It turns out rats love to be tickled. They return again and again to the hands of researchers tickling them, Panksepp’s video shows.
By studying rats, scientists can figure out what’s going on in the brain during laughter. It has been found that laughter in rats produces a chemical that acts as an antidepressant(抗抑郁药) and anxiety-reducer. Scientists think the same thing probably happens in humans, too. This would give doctors a new chemical target in the brain in their effort to develop drugs that fight depression and anxiety in people.
Even so, laughter itself has not been proved to be the best medicine, experts said. “No study has shown that laughter produces a direct health benefit,” Provine said, “largely because it’s hard to separate laughter from just feeling good.”

Before an applicant can be invited to take part in an assessment, an application form should be returned to the Admissions Office, and the application fee of HK$1,000 cannot be returned. For overseas applicants wishing to pay in currencies other than HK dollars, the fee is US$145. Checks are also good for payment to “Chinese International School”.

Last week I was riding my special motorbike and then stopped at a convenience store.
